In September 2005, a person was arrested by the police for having published and sold the exam thesis for the admission of graduates to a recognized faculty. The evidence and testimony, which also included friendly relations between the suspect and some faculty employees, were overwhelming and convincing. However, after a year, the prosecution archived the case without filing charges. After the scandal broke, I, then the Minister of Education, requested that the university and the faculty conduct an internal administrative investigation, to clarify the circumstances and determine the measures and consequences outside of criminal liability.
The reaction was that " we don't have Sweden Phone Number List to do anything because the prosecution has taken over "; add here a reminder about "university autonomy". Since then I have always remembered this case as a shocking example of irresponsibility. But to look at the positive side of the problem, I can say that this case also became an impetus to speed up the following year with the standardized national exam (State Matura) on the basis of which the admission of graduates to universities was managed (Merit system /Preference). 17 years later, the avoidance of personal and institutional responsibility among public officials has reached a peak where it has grown from head to toe.
Prime Minister Rama, regarding the affair of the incinerators, has stated that this project has cleaned Albania of garbage and that even to this day he would do the same as he did. Meanwhile, KM Rama does not give an explanation for the legal violations, due to the fact that the incinerators do not burn the garbage yet, so they cannot play a role in cleaning the environment; nor for the hundreds of thousands of euros in tax-money that are paid every month to persons sought by justice. Rama says that if any official has dirty his hand behind his back then it is entirely the fault of that official and no one else. But according to him, the task of discovering (apparent) guilt lies with others outside the government.
